Finland
In Finland, most pirate radio stations mostly operated in 1970s and early half of 1980s, because Yleisradio was the only legitimate broadcaster. In 1985, licenses were granted for local FM radio stations, which were able to offer a much wider variety of music, thus lessening the need for pirate radio stations. Since the end of 1990s, FM piracy in Finland has all but died out.
