The book has its origins in a paper commissioned in 2002 by The Atlantic Monthly, but it was rejected for reasons that neither The Atlantic nor the authors have publicly explained. It became available as a working paper at the Kennedy School's website in 2006. A condensed version of the working paper was published in March 2006 by the London Review of Books under the title The Israel Lobby. A third, revised version addressing some of the criticism was published in the Fall 2006 issue of Middle East Policy. The authors state that "In terms of its core claims, however, this revised version does not depart from the original Working Paper."
The book was published in late August 2007. The book differs from the earlier papers in several ways: it includes an expanded definition of the lobby, it responds to the criticisms that the papers attracted, it updates the authors' analysis and it offers suggestions on how the U. S. should advance its interests in the Middle East.
A paperback edition was published in September 2008.
