Change To Visa Issuance and Screening Inbound Passengers Transiting Through The U.S.
Immediately after FAM Robert MacLean's disclosure, DHS took measures to close a dangerous immigration loophole that allowed foreign passengers to avoid U.S. consular screening when air traveling through the U.S. under the United States Department of State's Transit Without Visa (TWOV) and the International-to-International transit (ITI) programs.
Recent specific intelligence indicates that terrorist groups have been planning to exploit these transit programs to gain access to the U.S. or U.S. airspace without going through the consular screening process. The steps announced today are designed to augment security against possible terrorist threats and to protect U.S. citizens and foreign nationals who fly into and out of the United States.
